Expert Hugh Neighbour, a former diplomat for the US and an officer in the US Navy, will be joining our Grand Danube Cruise Smithsonian Journeys/AmaWaterways departure embarking September 7, 2026. Learn more about his expertise and what he is most looking forward to during his journey.  

As a former diplomat for the United States, what exactly did your role entail? 

My job as a US diplomat in the Foreign Service was to promote peace, support prosperity and protect American citizens while advancing the interests of the US abroad. As a political affairs specialist, my role often was to negotiate and communicate persuasively and effectively at all levels in other countries to advance US interests.  

Did your work change your perspective on international relations, politics or travel? 

Yes, of course. For instance, how diplomacy is very effective at advancing US national interests by influencing the decisions and behaviors of foreign governments and people through dialogue, negotiation and other measures. It can be very effective and at relatively low cost and low risk.  

Politics? Whatever a diplomat says is regarded as the official policy and view of the country and government they represent. That means a diplomat cannot voice their own opinion. As a representative abroad, you always must seek to advance your country’s foreign policy and the views of its government, regardless of personal views.  

Beginning as a child on trips with my parents, I’ve always loved travel. It’s good for stress reduction, happiness, health and personal growth. It also broadens horizons, satisfies curiosity and enhances social skills. Most importantly, it’s simply fun! 

Was there any one moment you deemed the “highlight” of your career? 

Over 30 years, there were many. Highlights would include service as Chief Arms Control Delegate for the U.S. at the OSCE in Vienna, responsible for Europe, Central Asia and North America; in Germany when the Berlin Wall fell and Germany unified; in London during the height of the Cold War; and on Balkans-related issues after Yugoslavia broke up. 

During your Smithsonian Journeys/AmaWaterways sailing, you’ll be cruising from Germany to Romania over 14 nights. Are there any political and cultural parallels or contrasts between the countries that you are eager to highlight? 

This region has advanced tremendously from what it was, even recently. Some countries have also joined the EU or NATO. While challenges definitely remain, prosperity and opportunities people now enjoy are striking. That said, the political and cultural parallels and contrasts you’ll see as you cruise downstream from Germany to Romania are huge. I’ll try to highlight some for you. 

What do you enjoy most about being a Smithsonian Journeys Expert? 

I enjoy meeting guests and sharing insights and knowledge. While I’ll give a series of talks aboard the ship, I also particularly enjoy guests’ observations and questions. I always learn, too! Smithsonian Journeys and AmaWaterways are the perfect companies to join to experience this dynamic, enjoyable region of the world. 

How do you think your expertise and insight will help shape guests’ experience in this region of Europe? 

I hope to offer a degree of practical experience and substance to increase both curiosity and understanding of the region by guests. The idea is so guests enjoy themselves even more and have a better cruise, the best way to increase and spread knowledge. 

What do you hope guests walk away from your lectures having learned? 

A better understanding of what they’ll see and experience with their own eyes and ears. What’s behind the often-beguiling smiles we’ll see ashore. Perhaps even some topics which local guides can’t or are reluctant to mention! I hope guests will have an even greater idea of what’s ahead and enthusiasm for what’s around the next bend in the river.
